“A review of the entire legal framework” of the project is underway, as part of which “there will be an extension of the deadline so that it is the same in all municipalities”, she said, quoted by Dinheiro Vivo.
According to the publication, the simplified and free registration of rural properties began in August 2019 in the ten municipalities mentioned above. BUPi has since been expanded and currently covers 144 municipalities, out of a total of 153 municipalities without a land registry. Currently, free registration in these municipalities is guaranteed for four years and “depends on the date on which each one entered”, she said.
It should be remembered that BUPi was created with the aim of getting to know the national territory, identifying the owners of small plots, especially in the north and center of the country. It is an initiative funded by PT2020 and the Recovery and Resilience Plan (PRR). “The PRR is the great financial muscle of the project, with an expected investment of 55 million,” says Carla Mendonça.
MORE THAN 1.3 MILLION PROPERTIES GEOREFERENCED
Meanwhile, the Minister of Justice, Catarina Sarmento e Castro, revealed that the BUPi project has already made it possible to georeference 1.3 million properties in the 153 national municipalities that don't have a land registry. “Thanks to everyone's involvement and collaboration, and particularly that of the municipalities, we have already exceeded 1.3 million geo-referenced properties,” said the official on Wednesday (April 26, 2023) at the opening of the BUPi Annual Meeting, which is taking place in Batalha.
So far, BUPi has made it possible to identify “68% [of the known area] in terms of ownership, occupation and use”, and the government's goal “is to reach the 90% mark by the end of 2023”.
In partnership with local councils - “144 of the 153 municipalities do not have any form of cadastre” - intermunicipal communities and qualified technicians - “we have more than 900 qualified technicians registered on the BUPi Platform” - and also with the “more than 200,000 citizens who have already used BUPi to identify what is theirs”, it has been possible to geo-reference around 20% of the total area of the matrices, the equivalent, according to data from the Ministry of Justice, of 720,000 soccer pitches. The minister said that by the end of 2023, the target is “to have 30% of matrices geo-referenced”.
