Until then, financial support for young people renting accommodation was provided in the form of a non-repayable monthly subsidy for periods of 12 months, which could be renewed in subsequent applications up to a limit of 36 months.
The age limit for access to the “Porta 65” rental program for young people has been extended to 35, as has the subsidy period—a percentage of the monthly rent—which has been increased from 36 to 60 months. Decree No. 4/2018, published this Thursday, December 4, in the Official Gazette, comes into force on the day following its publication and takes effect from the date of entry into force of the State Budget Law for 2018.
The law thus makes the first amendment to Ordinance No. 277-A/2010 of May 21, which defined the method for calculating the amount of rent support over 36 months, "taking into account the ranking criteria related to the size and composition of the household, the proportionality of the effort rate and rent, and the monthly income of households."

The extension of the Porta 65 rental program for young people up to the age of 35 was enacted by the President of the Republic, Marcelo Rebelo de Sousa, on August 3, as was the increase in the budget allocation in accordance with the amendments introduced. The third amendment to Decree-Law No. 308/2007 of September 3, which creates the youth rental support program, was unanimously approved by Parliament on July 19.
It should be noted that applications for the last phase of the year for the financial support system for youth rentals, “Programa Porta 65 – Jovem,” began on December 4 and ended on December 22. There are four application phases each year, the dates of which are announced in the agenda on the Youth Portal and the Housing Portal.
Applications are made through the Housing Portal, where applicants must fill out the form and submit the required documentation (last rent receipt, rental contract, and previous year's IRS tax return). Applicants should check the portal for any requests for clarification regarding the process during the review period.
