The government has approved an amendment to the Land Law, which allows for the construction of housing on rural land. This measure aims to increase the supply of homes in Portugal, covering the entire national territory and responding to the growing housing crisis.

The initiative, which is part of the “Building Portugal” program, is an attempt to address the challenges of access to housing, especially for the middle class and priority sectors.

According to the Executive, the amendment will allow land previously classified as rural to be used for urbanization, provided that the decision is validated by municipal bodies, with final approval by the Municipal Assembly.

This relaxation aims to create an exceptional regime to increase the availability of land for construction, especially in areas where building is not currently permitted. The government stresses that priority will be given to public and affordable housing projects.

Despite the flexibility, the Government assures that this measure will not jeopardize areas of high environmental or agricultural value. Land classified as National Ecological Reserve (REN), National Agricultural Reserve (RAN), areas protected by the Natura 2000 network, and other sensitive areas will remain outside the scope of this amendment. In addition, agricultural land with greater productive potential will also be excluded, preserving essential resources for the country´s food sustainability.

The new amendment to the Land Law comes as a response to the housing shortage in Portugal, promising to make land use more flexible without neglecting environmental protection.

The goal is clear: to increase the supply of public and affordable housing, strengthening support for the middle class and priority sectors. However, the implementation of this measure requires caution and a strategic vision that balances housing needs with the preservation of the country´s natural and agricultural heritage.
